Woodburn Community Center
The City of Woodburn will be placing a bond measure on this November’s ballot. The funds would support the expansion and improvements of Woodburn’s Aquatic center into a full-service community center.
As a local non-profit organization whose mission includes supporting projects that benefit our community, Woodburn Proud Board is partnering with the City and our community to support the Community Center project and fundraising efforts.

The Process
The City has the opportunity to secure $15 million in matching funds from the state that would be available if the project is fully funded by Spring 2025 but in order to secure the $15 million, we must pass Measure 24-504 this November!

If the measure passes, will it increase our taxes?
Yes. The bond would cost approximately $1.00 per $1,000 of assessed property value. The owner of a home assessed at $180,000 which is the average assessed value for a home in the City of Woodburn, would pay approximately $15 per month. Assessed value is not the same as real market value. To determine your home’s assessed value, please refer to your property tax statement or locate your tax account information on the Marion County Assessor’s Property Records website. This bond would be in the amount of $40 Million with a 20-year term

November 2024.
Why is this happening now?
The City has undergone a multi-year process to assess the viability and interest in a new community center. The City has proposed November 2024 because the community continues to grow and these amenities are needed, and the City has the opportunity to secure $15 million in matching funds from the state that will only be available if the project is fully funded by Spring 2025.
When would I be able to use these new amenities?
If passed in November 2024, construction would begin in fall 2025 with a goal of opening to the community in the fall of 2027.
If the measure passes, what services would it provide me?
The proposed measure would create the Woodburn Community Center, a safe, and secure facility that provides access to recreation, wellness, and cultural programming opportunities for all ages and abilities. These include:
- A new indoor walking and jogging track that can be used year-round for youth and adult fitness programs and exercise
- Weights, cardio and exercise facilities that will provide expanded health and wellness opportunities including fitness cardio and weight equipment, increased fitness class space and classes
- The addition of a warm-water pool that would be more accessible for seniors and people with disabilities and would be used for family recreation, swim lessons, therapy and exercise classes
- Repairs and improvements to the existing pool, including a new water slide, new pool surfacing/liner, deck surfacing, paint, and improved natural lighting with solar tubes
- A multi-court gymnasium for youth and adult sports leagues including but not limited to basketball, pickleball, volleyball and other court sports, meeting a region-wide need for lack of indoor recreation space
- A community multi-purpose room and event spaces with a commercial kitchen that can be used for special events, senior meal program, job training opportunities, local nonprofits, and as incubator space for small businesses
- Park improvements including a new inclusive playground, tennis/pickleball courts, outdoor sports courts, a picnic shelter, and added trail connections to the Mill Creek Greenway Trail System
